2 hours after the attack. Too late ! How can we speed up things, why are classic warning systems to slow?

The systems that are currently in place have a complicated validation system.

Not like a fire alert in a building, push the button or an emergency brake in a train, pull the lever. When it comes to terror attacks, or more in general to disasters, somehow we want authorities to provide us with a system to deal with this. This is time consuming, we call a number, we explain the situation, a dispatcher will then check procedures, he’ll need official confirmation and then ball starts rolling. Finally the alert comes … too late.
